SINERGI DIGITALISASI SPMI DAN KAPABILITAS DOSEN: STRATEGI TRANSFORMASI BUDAYA MUTU DI PERGURUAN TINGGI SWASTA

Abstract


Higher education in Indonesia is currently undergoing a paradigm shift from administrative compliance to the development of a sustainable quality culture. This study analyzes the synergy between the digitalization of the Internal Quality Assurance System (e-SPMI) and the enhancement of lecturer capabilities as the primary pillars of quality culture transformation in Private Higher Education Institutions (PTS). Utilizing a systematic literature review of the latest regulations, including Permendikbudristek No. 53 of 2023 and Permendiktisaintek No. 39 of 2025, the research explores how information technology can revolutionize the PPEPP cycle (Setting, Implementation, Evaluation, Control, and Improvement). The findings indicate that digitalization through e-SPMI facilitates data-driven decision-making; however, its success heavily depends on technology acceptance by lecturers grounded in the Technology Acceptance Model (TAM) and transformative leadership support. Despite financial constraints in PTS, lecturer reskilling strategies focusing on digital literacy and intrinsic quality values serve as a crucial mitigation for institutional excellence. This report recommends a systemic integration of user-friendly technology and quality-based incentive policies to achieve high-tier accreditation in the era of disruption.
