Audit Manajemen Atas Fungsi Sumber Daya Manusia Pada Badan Narkotika Nasional Provinsi (BNNP) Kalimantan Timur

Abstract

This study aims to determine the effectiveness of the human resources function at the East Kalimantan Provincial National Narcotics Agency, especially in the recruitment program for Non-Civil Servant Government Employess and the performance appraisal program for Non-Civil Servant Government Employees. This research is a descriptive qualitative research with a comparative approach. The analytical tools used are audit work papers and Dean J. Champion calculations. The results showed that the Non-Civil Servant Government Employee recruitment program has run very effectively in accordance with the Standard Operating Procedures (SOP) set by the Head of BNNP East Kalimantan. The Non-Civil Servant Government Employee performance appraisal program has been running very effectively in accordance with the Standard Operating Procedures (SOP) set by the Head of BNNP Kaltim. BNNP Kaltim also provides awards and sanctions for work achievements and employee productivity. The management of the human resource management function as a whole does not face obstacles because all parties have contributed in accordance with their duties and responsibilities that have been determined, although performance appraisal still emphasizes individual characteristics rather than actual performance which raises several implications that need to be considered from various points of view
