ABSTRACT

This thesis is backgrounded by neglected psychiatric patients, based on Law Number 36 Year 2009 on Health that neglected mental disorder must get treatment and health care. But in fact still found people with mental disorders are neglected not get health care facilities. The research method in this thesis uses analytical descriptive research specification with normative juridical approach that is: describe and describe systematically all problems, then analyze that starting point on existing regulation, as applicable law, and continued with research of library and field research and also Data collection techniques using literature study and field study, then data that have been obtained in qualitative juridical analysis to reveal the existing reality based on research results obtained in the form of an explanation of the issues discussed. The conclusion of this thesis shows that the first protection of the law against the neglected soul sufferer based on Article 149 Law Number 36 Year 2009 on Health namely the government provides mental health service facility or place used to organize the efforts of mental health services in the form of mental hospitals Which is done through efforts of health services promotive, preventive, curative, rehabilitative, traditional, second; Efforts of people with mental disorders to obtain health care rights under Article 144 of Law Number 36 Year 2009 on Health, namely the public can get information and education provided by the government related health services.
